When SOS button is pressed on watch, the call is initiated from watch to reach first SOS contact. When primary contact is not reachable, the call will be transferred to second contact and so on. The calls with go around in loop until SOS contacts answer the call or the call is disconnected from either side.

Unfortunately No. You can’t make calls but receive calls directly. But in case of emergency SOS calls will be initiated from the watch.
